(1) Annual Program Statement (APS) Number 383-09-506 – Public-Private Partnerships in Northern and Eastern Sri Lanka (PPP)

 

The United States Agency for International Development (USAID) Mission in Sri Lanka is seeking concept papers and later, applications from indigenous commercial companies and organizations to implement activities to support the Public-Private Partnerships in Northern and Eastern Sri Lanka (PPP).  The focus of USAID/Sri Lanka’s contribution to PPP is to increase incomes by increasing productivity and enhancing value through more effective market linkages. 

 

This APS consists of this cover letter and the following:

     c.    Section C – Evaluation Procedures;
     d.    Section D - Certifications, Assurances, and Other Statements of Applicants;

(2) Annual Program Statement (APS) Number 383-09-505 - Defending Human Rights in Sri Lanka.

 

The United States Agency for International Development’s  (USAID), Mission in Sri Lanka invites applications for funding from Sri Lankan non-governmental organizations (NGO) to implement activities that promote human rights and protect vulnerable groups in Sri Lanka.  The purpose of this Annual Program Statement (APS) is to disseminate information to eligible applicants so that they may develop and submit applications for USAID funding. USAID/ Sri Lanka intends to award between five and ten grants under the first round of this APS.  This APS:

(A) describes the types of activity for which applications will be considered.

(B) describes the funding available and the process and requirements for submitting applications.

(C) explains the criteria for evaluating applications.

(3) USAID Disability Support Program - Call for Concept Papers

 

Dear friends and partners,

 

USAID/Sri Lanka is soliciting its annual request for concept papers for the Mission's disability support program for 2009. USAID has been a leading donor in the disability field and has worked in the capacity development, technical assistance, service provision and advocacy over a decade in Sri Lanka. The Mission would like to solicit concept papers from partners and organizations that are engaged in the disability field to support its ongoing programs to increase the participation of people with disabilities in its main programs, in line with the USAID policy for inclusion. http://www.usaid.gov/about_usaid/disability/.  There are no deadlines for submissions, but the first review of proposals will be October 15, 2009 and quarterly thereafter depending on the availability of funds.  Submission of a concept paper is not a guarantee of funding.

 

The USAID mission in Sri Lanka is committed to supporting economic and social stability in Sri Lanka to help conflict-affected communities return to normalcy as quickly as possible through stabilization and development efforts. http://srilanka.usaid.gov The Mission encourages interested organizations to submit their concept papers in line with USAID/Sri Lanka mission strategy to address social inclusion in following areas. The lists provided under each heading are only illustrative and applicants are strongly encouraged to submit new and innovative concepts.

 

A. Increase participation of people with disabilities in current USAID programs.
Examples:
1) Promote participation of people with disabilities in the democratic process and elections.

2) Promote inclusion of participation of people with disabilities in HIV/AIDS awareness raising and education programs.
3) Foster inclusion of children with disabilities in education programs.
4) Increase employment and economic opportunities for people with disabilities.
5) Build capacity of humanitarian relief workers and first responders to better incorporate the needs of people with disabilities in all disaster relief planning.
6) Improve laws and policies within country that better reflect the inclusion of people with disabilities.

 

B. Strengthen the capacity of Disabled Persons Organizations (DPOs)
Examples:
1) Improving the organizational capacity, financial management, human/material resources, strategic planning, fundraising, leadership and coordination of DPOs.


2) Building advocacy skills of DPOs to increase the inclusion of people with disabilities in programs funded by USAID, host government and other donors.

 

Concept papers for $ 20,000 - $ 300,000 will be considered for funding as it deems appropriate by the technical review panel in the Mission and followed by the final technical committee in USAID/Washington. All the proposals should be submitted to the USAID/Sri Lanka Mission to the following address, and only the selected concept papers will be sent to Washington for further review. Funding of any concept paper would be subjected to the creativity, necessity and availability of funds.
